I was working to get Flyte metrics + tracing working in our environment and I made some changes I think would be worth upstreaming. Basically allows for the OTEL traces to be exported via OTLP. Jaeger should probably be deprecated as an option since it has been deprecated in favor of OTLP https://github.com/flyteorg/flyte/pull/5477
