We have 5 pods running for propeller, but only one pod runs -- this could be default behavior(leader). This pod is hitting 100% cpu utilization time to time. Could you help us on how to make other pods also start working so that primary pod don't hit resource limits?

have you enabled propeller manager? Or did you just increase replicas for the propeller deployment?
