#6814 [BUG] Sandbox cluster creation fails Issue created by ndonyapour ### Flyte & Flytekit version Flytectl version: 0.9.5 ### Describe the bug The sandbox cluster creation fails because flytectl attempts to pull a non-existent Docker image during startup.
