@cryptic, this is just saying that if we were to have this as a separate plugin we could have

torch

listed as an unpinned dependency (in the plugin's

setup.py

). This is in opposition to the current implementation, where we don't put any restrictions on the

torch

version and assume that the user takes care of installing it separately.
