As mentioned in the <https://github.com/flyteorg/flytekit/releases/tag/v1.2.14|1.2.14 release notes>, official support for protobuf3 ended in 23Q2. This release backports the 1.6.1 and 1.6.2 releases, concluding then our support for protobuf3.

Only critical or security fixes will warrant another 1.2.x release going forward.
