Can the base_image be a AWS ECR repository url, e.g. <http://613630599xxx.dkr.ecr.us-east-1.amazonaws.com/ml-flyte:latest|613630599xxx.dkr.ecr.us-east-1.amazonaws.com/ml-flyte:latest> ?

It should work. Anything docker pullable has to work.
