*Describe the feature/command for FlyteCTL*

Currently `flytectl` does not support passing envs when creating executions, which `pyflyte` does: <https://github.com/flyteorg/flytekit/pull/1617|flyteorg/flytekit#1617>

*Provide a possible output or UX example*

Envs can be passed to flyteadmin when creating executions. This could either be achieved in the same as `pyflyte` or utilizing `flytectl` execution spec file.
